Abstract

Air Traffic Services (ATS) Message merupakan salah satu komponen utama yang mendasar dalam pemberian informasi penerbangan. Baik dalam kegiatan pemberian pelayanan navigasi penerbangan maupun operasional maskapai penerbangan. Bentuk formal di antara beberapa komponen ATS Message yang paling penting adalah Departure Message (DEP message). DEP messages wajib dikirimkan setelah suatu penerbangan mengudara dan ATS Unit dari Bandar Udara keberangkatan sebagai unit yang wajib mengirimkan DEP message tersebut sesuai dengan yang diatur dalam penanganan ATS Message pada Dokumen ICAO Doc.4444. Penelitian ini bertujuan untuk melakukan analisa dan mencari kendala yang timbul terkait proses pengeloaan dan proses pengiriman DEP message pada ATC Automation System di Jakarta Air Traffic Service Center, serta memberikan solusi terkait tidak terkirimnya DEP message pada Air Traffic Control (ATC) Automation System. Metode Penelitian yang digunakan adalah metode kualitatif. Instrumen penelitian menggunakan wawancara dan observasi langsung untuk mengamati fenomena yang terjadi dan berupaya menemukan solusinya. Penelitian ini menunjukkan bahwa ATC Automation System pada JATSC telah sesuai dengan yang dipersayaratkan dalam standar spesifikasi dan kapabilitas yang ditentukan oleh dokumen yang berlaku. Namun terdapat beberapa kendala operasional yang menyebabkan ATC Automation System di JATSC tidak mengrimkan DEP message secara otomatis sehingga mengakibatkan missing DEP message.
