Peran Komunikasi dan Struktur Birokrasi dalam Implementasi Kebijakan Kelas Rawat Inap Standar (KRIS) di RS Ibnu Sina YW-UMI Makassar

Abstrak Latar belakang : pentingnya peningkatan mutu pelayanan kesehatan di Indonesia yang mencakup aspek fisik, mental, dan sosial. Hal ini didukung oleh Jaminan Kesehatan Nasional (JKN) sebagai bagian dari pencapaian Universal Health Coverage (UHC). Salah satu upaya pemerintah adalah melalui Peraturan Presiden No. 59 Tahun 2024 tentang Pelayanan Kelas Rawat Inap Standar (KRIS). Kebijakan ini menuntut kesiapan rumah sakit dalam berbagai aspek untuk menunjang pelaksanaannya. Tujuan dari penelitian ini adalah untuk mengevaluasi kesiapan Rumah Sakit Ibnu Sina Makassar, rumah sakit tipe B, dalam mengimplementasikan kebijakan KRIS berdasarkan empat indikator keberhasilan: komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. MetodePenelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi internal. Hasil penelitian menunjukkan bahwa komunikasi internal dan eksternal berjalan efektif, sumber daya manusia cukup memadai, dan pelaksana menunjukkan sikap antusias. Namun, fasilitas fisik masih perlu penyesuaian sesuai standar KRIS. Struktur birokrasi rumah sakit juga dinilai cukup fleksibel dalam mendukung koordinasi dan pengambilan keputusan. Kesimpulan: RS Ibnu Sina Makassar secara umum telah siap dalam mengimplementasikan kebijakan KRIS, meskipun beberapa aspek teknis masih memerlukan perbaikan. Kata Kunci: Kebijakan, KRIS, Peraturan Presiden Abstract Background: Improving the quality of healthcare services in Indonesia—which encompasses physical, mental, and social aspects—is a national priority. This initiative is supported by the National Health Insurance (Jaminan Kesehatan Nasional/JKN) as part of the country's efforts to achieve Universal Health Coverage (UHC). One such governmental measure is Presidential Regulation No. 59 of 2024 concerning the Standard Inpatient Care Class (Kelas Rawat Inap Standar/KRIS). The implementation of this policy requires hospitals to be adequately prepared across several key dimensions. Objective: This study aims to assess the readiness of Ibnu Sina Hospital Makassar, a type B hospital, in implementing the KRIS policy using four key indicators: communication, resources, implementer disposition, and bureaucratic structure. Methods: A qualitative descriptive method was used, with data collected through observations, interviews, and a review of internal hospital documents. Results: The findings indicate that internal and external communication were effective, human resources were sufficient, and the staff demonstrated a positive and enthusiastic attitude. However, adjustments are still needed for physical facilities to fully comply with KRIS standards. The hospital's bureaucratic structure was found to be flexible and responsive to coordination and decision-making needs. Conclusion: Overall, Ibnu Sina Hospital Makassar is generally well-prepared to implement the KRIS policy, although certain technical aspects still require improvement.
