PENEGAKAN HUKUM TINDAK PIDANA NARKOTIKA PADA ANAK DI WILAYAH HUKUM POLSEK KAMPAR MENURUT UNDANG-UNDANG NOMOR 35 TAHUN 2009

Drug abuse involving children is a serious problem that requires a child-protection-oriented legal approach. This study aims to analyze the law enforcement of drug abuse crimes committed by children within the jurisdiction of the Kampar Sector Police based on Law Number 35 of 2009 on Narcotics, as well as to identify the obstacles and countermeasures. The research employs a sociological juridical method with a sociology of law approach through field research and literature review. The results indicate that law enforcement has been implemented fairly well; however, it still faces obstacles such as the limited number of juvenile investigators, weak inter-agency coordination, and suboptimal preventive efforts. The measures undertaken include pre-emptive and preventive actions through education and outreach, as well as the application of restorative justice in accordance with Law Number 11 of 2012 on the Juvenile Criminal Justice System.
