KAJIAN LITERATUR : EVALUASI KOORDINASI ANTARA CALL CENTER, AMBULANS DAN RUMAH SAKIT DALAM SPGDT INDONESIA

Sistem Penanggulangan Gawat Darurat Terpadu (SPGDT) di Indonesia bertujuan menyediakan pelayanan kegawatdaruratan yang cepat, tepat, dan terkoordinasi antara call center, layanan ambulans, dan rumah sakit. Sistem ini dirancang untuk memastikan respons yang efektif dalam penanganan kasus kegawatdaruratan melalui integrasi layanan prarumah sakit dan fasilitas kesehatan rujukan. Namun, implementasi SPGDT di berbagai daerah masih menghadapi berbagai tantangan yang memengaruhi efektivitas koordinasi layanan. Kajian literatur ini bertujuan untuk mengevaluasi koordinasi antara call center, ambulans, dan rumah sakit dalam sistem SPGDT di Indonesia dengan menggunakan pendekatan sistematis berdasarkan metode PRISMA 2020 Statement serta kerangka evaluasi yang dikemukakan oleh Avedis Donabedian yang mencakup aspek struktur, proses, dan outcome. Proses pencarian literatur menghasilkan 79 artikel yang kemudian diseleksi berdasarkan kriteria inklusi dan eksklusi sehingga diperoleh sepuluh artikel yang dianalisis secara mendalam. Hasil kajian menunjukkan bahwa pada aspek struktur masih terdapat keterbatasan sumber daya manusia, infrastruktur pelayanan darurat, serta ketersediaan ambulans di beberapa daerah. Pada aspek proses, koordinasi antar lembaga belum berjalan secara optimal akibat keterbatasan integrasi sistem informasi dan mekanisme komunikasi antar fasilitas kesehatan. Kondisi tersebut berdampak pada aspek outcome, yang ditunjukkan oleh rendahnya pemanfaatan layanan ambulans oleh masyarakat serta keterlambatan respons pelayanan kegawatdaruratan. Temuan ini menunjukkan bahwa penguatan sistem SPGDT memerlukan upaya yang terintegrasi melalui peningkatan kapasitas sumber daya manusia, pengembangan sistem informasi terintegrasi, penguatan koordinasi lintas sektor, serta peningkatan literasi masyarakat mengenai pemanfaatan layanan kegawatdaruratan.References
