Abstract

Industri kimia memiliki risiko tinggi terhadap kecelakaan kerja dan keadaan darurat yang dapat berdampak pada keselamatan pekerja, masyarakat, dan lingkungan. Kesiapan tanggap darurat menjadi elemen krusial dalam sistem Keselamatan dan Kesehatan Kerja (K3) untuk meminimalkan dampak insiden yang tidak diinginkan. Penelitian ini bertujuan untuk menganalisis implementasi kesiapan tanggap darurat berdasarkan International Safety Rating System (ISRS) di PT X. Metode yang digunakan adalah deskriptif analitik dengan pendekatan survei. Data dikumpulkan melalui observasi, wawancara terstruktur, dan studi dokumen, kemudian dianalisis menggunakan metode skoring ISRS untuk menilai tingkat implementasi elemen-elemen kesiapsiagaan darurat. Hasil penelitian menunjukkan bahwa sebagian besar elemen ISRS telah diimplementasikan dengan baik di PT X, seperti administrasi, analisis risiko keadaan darurat, dan pengawasan sumber energi, dengan tingkat pencapaian 100%. Namun, masih terdapat kelemahan pada elemen komunikasi kepada masyarakat yang tidak terimplementasi (0%) serta komunikasi lintas pihak dalam kondisi darurat yang hanya mencapai 50%. Kelemahan dalam komunikasi eksternal ini dapat menghambat efektivitas sistem tanggap darurat secara keseluruhan. Oleh karena itu, diperlukan peningkatan dalam prosedur komunikasi darurat, pelatihan lintas pihak, serta simulasi bersama dengan instansi terkait guna memperkuat kesiapsiagaan perusahaan. Secara keseluruhan, kesiapan tanggap darurat di PT X telah berjalan dengan baik dalam beberapa aspek, tetapi masih membutuhkan perbaikan pada sistem komunikasi eksternal.
