Over kapasitas yang terjadi di Lembaga Pemasyarakatan bukan sekedar permasalahan biasa. Hal ini mengingat pelanggar hukum di Indonesia semakin meningkat setiap tahunnya. Sehingga memicu potensi terjadinya Gangguan Keamanan dan Ketertiban di lingkungan Lembaga Pemasyarakatan. Metode yang digunakan dalam penelitian ini menggunakan Metode Hukum Normatif. Kesimpulan dari penelitian ini menjelaskan bahwa Regulasi yang ada saat ini terbukti belum efektif dalam menekan jumlah Warga Binaan di dalam Lapas. Sehingga peluang terjadinya keributan dan kericuhan antar sesama Warga Binaan masih mungkin terjadi. Oleh sebab itu perlu adanya Regulasi tambahan agar Gangguan Keamanan dan Ketertiban tidak menggangu proses pembinaan Warga Binaan di dalam Lapas.Downloads
